We’re already seeing the wheels in motion on restrictions affecting MPJVs, which raises the question of whether the pendulum is swinging too far toward enforcement and limiting access for the very firms the MPP program is intended to help.

For example, we’re currently navigating GSA MAS Refresh 31 changes affecting MPJVs. In trying to address misuse concerns, some of the mechanics may be creating unintended barriers for legitimate MPJVs. The Springboard pathway (effectively the only route for a newly formed JV to obtain a MAS contract) now requires a customer reference tied to a specific RFQ. In practice that can be very difficult for small businesses or new MPJVs to obtain, since COs are understandably reluctant to issue vendor-specific letters.
