Amazingly well laid out primer on the rules. But, being me, I still gave the FAR Council a comment on 12 about the lack of clarity because, if a CO/KO doesn't see it in the part they are expecting (and deviations are in play now) they tend to forget the rules. (And I told the FAR Council this is an example of why piecemealing the Parts and cutting off comment periods too soon does not make for a good review & comment cycle.)
I know, this is where the piecemealing really hurts. It would have made so much more sense to the public if Parts 12, 13, and 32 were issued at the same time.
